The only way I finally got it fixed was restore to the previous System Image, which was from a week before the problem began. In my instance, I actually discovered that the problem with the Action Center not opening was related to my installing Office and having Banner alerts enabled in Outlook.

For some reason, when I received multiple emails at the same time, the banner function would essentially \”lock up\” the Action Center and keep it from opening.

In order to fix my problem, I found a Registry entry that allows you to disable the new Action Center and use the old one:. Once I did this, I could delete the Action Center entries that were causing the problem.
